What is a think tank?

The research and knowledge created by think tanks can provide valuable perspectives and new understanding on policy issues, but how interest-free is that work?  The think tank may or may not be supported by government funding, a private grant, a political party, an academic institution, or even a business. Some nonprofit organizations are clearly advocacy groups, but others at least appear to be non-partisan.
